Excerpt: Congressional support for rail, in particular for Amtrak and for urban transit, has steadily grown in recent decades. But the economic downturn, and the election of Barack Obama and a decidedly pro-rail vice President, Joseph Biden, have opened a new era of public investment in rail transportation. Railroads, neglected for decades in favor of highways and air, could recapture market share. But the obvious question is how best to spend the money.
